A collaborative effort led by the United Nations is tackling air quality challenges in Bishkek, Kyrgyzstan, and Almaty, Kazakhstan, by focusing on sustainable urban mobility. This initiative, part of a broader regional project, seeks to address urban transport\u2019s impact on air pollution while enhancing connectivity and safety in these cities.<\/p>\n\n\n\n

The United Nations Human Settlements Programme (UN-Habitat), in partnership with the United Nations Environment Programme (UNEP), the United Nations Economic and Social Commission for Asia-Pacific (UN ESCAP), and the United Nations Economic Commission for Europe (UNECE), has initiated a regional project titled \u201cBuilding back safe, sustainable and resilient transport and urban mobility systems in Western Balkan, Eastern European and Central Asian landlocked developing regions.\u201d<\/p>\n\n\n\n

Funded by the 15th tranche of the United Nations Development Account, this project aims to build the capacity of local and national governments in sustainable urban mobility planning. Participating cities include Bishkek, Almaty, Chisinau (Moldova), Vushtrri (Kosovo), and Kragujevac (Serbia). A cornerstone of the initiative is the development of Sustainable Urban Mobility Plans (SUMPs), which incorporate strategies for long-term investments that enhance accessibility and connectivity, while also addressing emissions and reducing road traffic fatalities.<\/p>\n\n\n\n

On September 25-26, 2024, Almaty, Kazakhstan, hosted a regional meeting that brought together policymakers from all five project cities. Representatives from Almaty Development Centre and Bishkek City Hall joined the event to exchange experiences and discuss challenges in urban mobility planning. This collaboration underscored the importance of collective learning and regional cooperation in addressing shared urban mobility and air quality issues.<\/p>\n\n\n\n

Urban transport has become a prominent issue in the air quality agendas of Bishkek and Almaty. In recent years, it has often been cited as one of the major sources of air pollution in these cities. Factors contributing to this include an aging vehicle fleet, removed catalytic converters, substandard fuel quality, traffic congestion, and insufficient public transport options that compel residents to rely on personal vehicles.<\/p>\n\n\n\n

During the workshop, UNEP led a dedicated segment on air quality, highlighting the significant role of transport emissions in air pollution and exploring solutions for cleaner air through the transport sector. E-mobility emerged as a pivotal solution to reducing emissions that contribute to both air pollution and climate change.<\/p>\n\n\n\n

The project\u2019s efforts will extend into 2025-2026, with additional training events planned to help municipalities integrate urban mobility planning with strategies that positively impact urban climate and air quality. These sessions will provide local governments with the tools and knowledge needed to foster sustainable and inclusive urban mobility systems.<\/p>\n\n\n\n
